Our Members

The SOMB is a part-time, volunteer board that is comprised of 10 voting members and one ex-officio member. The voting members are appointed by Idaho's Governor and confirmed the by Idaho Senate. The board's chairman and vice-chair are selected by member vote every two years.

  • Michael Johnston, PhD, Chairman
    • Is a licensed psychologist with a clinical practice in Boise. He has expertise in adult sex offender assessment and treatment.
    • Dr. Johnston's SOMB term expires 1/2019.

  • Jeffrey Betts, Vice Chairman
    • Is a licensed clinical professional counselor and licensed marriage and family therapist in Boise. He has expertise in juvenile sex offender assessment and treatment, with over 20 years of clinical experience with that population.
    • Mr. Betts' SOMB term expires 1/2019.

  • Moira Lynch
    • Represents the Idaho Department of Correction. She is the district probation and parole manager for District 4, whose office is in Boise. She began her career with the IDOC in 1997.
    • Ms. Lynch's SOMB term expires 1/2018.

  • Melissa Hultberg
    • Represents the Idaho Department of Juvenile Corrections and is based in Boise. She is a clinical supervisor who oversees case management and reintegration services to juveniles, many of who are juvenile sex offenders. She previously provided case management services to juvenile sex offenders and managed a sex offender specific caseload for 7 years as a Juvenile Services Coordinator.
    • Ms. Hultberg's SOMB term expires 1/2018.

  • Erwin Sonnenberg
    • Is the SOMB's public member. He served for 30 years as the Ada County Coroner.
    • Mr. Sonnenberg's term expires 1/2020.

  • Jean Fisher
    • Is the SOMB's prosecuting attorney member. She has experience prosecuting felony crimes against children and adult sex offenses, and has been the Ada County Supervising Deputy Prosecutor for the Crimes Against Children/Sex Assault division since 1998.
    • Ms. Fisher's SOMB term expires 1/2018.

  • Paula Garay
    • Fills the SOMB's clinical cultural diversity position. She is a licensed marriage and family therapist who works primarily with juveniles who have committee sexual offenses. In addition to experience in adult sex offender treatment, she has education and experience working with culturally diverse populations.
    • Ms. Garay's SOMB term expires 1/2020.

  • Sheriff Matthew Thomas
    • Represents the Sheriffs Association and serves as the county sheriff for Washington County.
    • Sheriff Thomas' SOMB term expires 1/2019.

  • Kimberly Simmons
    • Is the SOMB's defense attorney member. She has been serving as a public defense attorney since 2006, having worked for Ada county and currently Canyon county. She also has previous capital defense litigation experience.
    • Ms. Simmons' SOMB term expires 1/2020.

  • William Crawford
    • Represents Idaho's post-conviction sex offender polygraph examiners. He is a polygraph examiner and is certified in sex offender testing. He is the Chief Investigator for the Canyon County Prosecutors Office and has 22 years of law enforcement experience.
    • Mr Crawford's SOMB term expires 1/2018.

  • Christina Iverson
    • Has been assigned as the ex-officio representative for the Judiciary. She has fifteen years of law enforcement experience to include supervision of adult sexual offenders. She is currently serving as the Statewide Alternatives Sentencing Manager for the Idaho Supreme Court.
